Eligibility for HALP Services
To be eligible for legal services, a client must meet all of the following conditions:
- Documented HIV-positive serostatus
- Documented Maricopa or Pinal county residency
- Documented income within the Federal Poverty Level (FPL) limits for the services, as approved by the Ryan White Planning Council and Administrative Agent. As of March 2009, the current limit is 300% of the FPL of $13,000, or a total of $39,000. For Community Legal Services, the limit is 125% of the FPL, or $16,250.
- Proof that Ryan White Part A is the payor of last resort (i.e., all other funding sources have been exhausted)
The legal hotline (the number above) is available to all callers. Ms. Stuart can answer questions and address concerns anonymously regarding legal issue that are funded under Ryan White Part A policies.
For those who do not qualify for Community Legal Services because of income or because of the type of legal issue, the Maricopa County Bar Association Lawyer Referral Service can arrange a half-hour appointment with an attorney for a $35 fee. They can be reached at 602-257-4434.
